Database management for RP civil servants modernized

More than one million records of the the Civil Service Commission (CSC) will soon be easily accessible under a recent project done by the DCI, a technology subsidiary owned by the Development Bank of the Philippines.


According to DCI, it has an ongoing database upgrade project of the CSC, which has completed scanning the agency's records.


The next stage of the project will involve the development of a Personnel Information Database System (CSC-PIDS) commencing this month.


The CSC-PIDS will contain more than 1 million records that will include personal data, appointments, promotions, and performance records of all Philippine civil servants.


The system will also handle personnel information transactions, the company said.


The planned system will feature a unique record identifier and will consolidate all the personal records of each civil servant through a one-time data entry capability.


The system standardizes the tracking of employee movements in real-time,
report formats, and human resource research, DCI said.

The system will eventually be linked to the Government Human Resources Management Information System, which synchronizes and integrates information from all government human resources databases, the company said

The CSC-PIDS project hopes to address the agency's problems related to poor record keeping, ineffective capturing and updating of employee records, and manual plantilla management.

It also aims to lower costs, improve data accuracy and relevance, and ultimately ease the agency's human resource management tasks at the agency.

Andrew Guitarte, chief operating officer and EVP of DCI, said that the CSC-PIDS project is one of the company's major projects in 2006.

The project is scheduled for implementation in the CSC's 105 field offices by end of 2006.
